From September 14 to 18, 2026, the Guangdong Provincial Association of Individual Workers and Private Enterprises held a Party building training class for secretaries-general of the association system at the Greater Bay Area Training College of South China University of Technology, with about 80 secretaries-general from associations across the province participating in the intensive study.
Guo Yuhua, Member of the Party Group and Deputy Director of the Guangdong Provincial Administration for Market Regulation, attended the opening ceremony and delivered a speech. He emphasized the need to further enhance the political literacy and professional capabilities of the secretary-general team, continue to innovate service carriers, and effectively translate learning outcomes into ideas and measures for advancing work.
During the training, Cui Yihua, Chairman of Zhongwai Group, delivered a thematic lecture on behalf of the Zhongwai Enterprise Service Center on "Digital Empowerment of Association Governance and Member Services — Digitalization Practices of the Guangdong Provincial Association of Individual Workers and Private Enterprises." Drawing on the case of the Guangdong Provincial Association of Individual Workers and Private Enterprises' digital platform development and the professional service practices of the Zhongwai Enterprise Service Center, he focused on how digital tools can improve association governance and enhance member service efficiency, and explored working approaches to effectively connect member needs with subsequent professional enterprise services.

PART 01
Starting from daily work
Letting digital tools respond to real needs
The first question that association digitalization must answer is not how many features to add, but what problems it helps the secretariat and members solve.
The thematic lecture started from work scenarios where information, members, services and data are relatively dispersed:
• WeChat groups and official accounts have completed information dissemination, but how can members find notices again when needed?
• After an event is organized, can participation records and feedback be retained?
• After an enterprise raises a need, how can it avoid stopping at a single consultation and instead lead to follow-up?
These questions reflect that digitalization should first respond to the actual work needs of the association secretariat. By gradually connecting information publishing, event registration, roster statistics, feedback and follow-up, reducing duplicate form filling, manual organization and multi-channel communication, staff can devote more energy to member contact, resource coordination and handling specific issues.
In the process of connecting members, information, services and resources, member participation, enterprise needs and service records are gradually collected, providing a basis for associations to continuously understand member needs, improve service methods and carry out follow-up.
The value of digitalization,
It is not about adding another system,
but about ensuring that every participation and every need
has the chance to feed into the next round of service.

PART 02
Drawing on the association's development case
to explore a working mechanism for continuous service
The digital service platform and supporting WeChat Mini Program of the Guangdong Provincial Association of Individual Businesses and Private Enterprises were developed and built by Guangdong Zhongwai Artificial Intelligence Technology Co., Ltd., a subsidiary of Zhongwai Group, and are now officially online. The Zhongwai Group expert team carried out scenario mapping, system development and application support around the association's actual business needs, including association governance, member management, information publishing, event organization, surveys and interaction, enterprise showcases, and supply-demand matching.
In this special lecture, Cui Yihua, Chairman of Zhongwai Group, drew on this actual development case to explain how digital means can gradually connect the association's daily management, member participation, resource connections and follow-up services, offering practical reference for improving the secretariat's work efficiency and refining the member service mechanism.
In terms of member contact, member identities, unit directories and enterprise profiles are now linked, providing a foundation for continuously maintaining information and understanding enterprise capabilities. Enterprise digital homepages present company introductions, qualifications and case studies in one place, so that member units can not only be looked up but also more easily understood and contacted.
In terms of interaction and resource connections, survey and voting functions can be used for needs research, opinion collection and event feedback; combining supply-demand information with enterprise showcases provides a new entry point for discovering cooperation opportunities. The focus is not simply to list resources, but to provide a basis for subsequent needs assessment, manual contact and service follow-up.
Take a single event as an example: notice publishing, registration and participation, list compilation, feedback collection and post-event follow-up can be gradually linked together. When the event ends, what remains should not be only photos and attendee lists, but also the issues members care about, the resources they hope to connect with, and the matters that need continued follow-up.
Starting from these scenarios, association work has the opportunity to extend from one-off organization to ongoing member operations, so that service no longer stops when an event ends.
PART 03
Extending from member needs
with AI and professional services forming delivery support
Associations connect members and ultimately need to respond to enterprises' specific needs in their business development. What enterprises face is often not an isolated matter, but a continuous set of issues spanning establishment, operation, compliance, growth and global expansion.
The "Zhongwai Enterprise Service Center," built and operated by Guangdong Zhongwai Service Co., Ltd., is positioned as an "enterprise full-lifecycle service platform integrating AI and professional collaboration." Relying on the enterprise service experience Zhongwai Group has accumulated since 2011, the platform integrates six major business segments — Business & Tax, Intellectual Property, Qualifications & Programs, Global Expansion, Hong Kong, Macao & Taiwan, and Digital Services — and continuously provides professional support across different stages of enterprise establishment, operational compliance, growth and global expansion.
In actual service, AI advisors assist with basic consultation, information organization and needs identification, helping enterprises clarify service direction more quickly; professional advisors then further verify the enterprise entity, processing conditions, fees and service scope, and are responsible for business judgment, matter processing, result review and follow-up. Zhongwai Enterprise Service Center adheres to the principle that "AI handles efficiency, professionals handle delivery," improving the standardization and continuity of enterprise services through the collaboration of digital tools and professional teams.
Digital tax is an important practice of Zhongwai Enterprise Service Center in advancing the digitalization of financial and tax services. Addressing issues such as scattered enterprise financial and tax information, difficulty understanding reports, and repeated communication over materials, the platform combines financial statements, tax and invoice (fapiao) data, and through AI-assisted analysis and professional review, helps enterprises more intuitively understand their own financial and tax status and sort out compliance concerns, extending related services from routine transaction processing to continuous analysis and compliance management.
From basic consultation and needs identification to service matching, matter processing, deliverable output and electronic archive collection, Zhongwai Enterprise Service Center makes each service stage clearer and more connectable through standardized service products, service contracts and operating procedures. Collected enterprise materials and service records can, within the appropriate authorization scope, provide reference for subsequent matters, reducing repeated communication and gradually extending single transactions into long-term, continuous professional service relationships.
PART 04
From special lectures to scenario collaboration
expanding the ways enterprise services connect
This special lecture further explored the collaborative space between the association's digital development and enterprise professional services. The association has its own advantages in member contact, needs discovery and resource organization, while Zhongwai Enterprise Service Center can provide digital tools, AI-assisted consultation, standardized service products and professional team support. On the basis of member voluntariness and clear responsibilities, all parties can explore collaborative approaches — from consultation intake and service matching to matter processing and follow-up — around specific service needs.
Across all 21 prefecture-level cities in Guangdong, digital collaboration does not mean that every locality adopts exactly the same service template; rather, with the support of shared foundational tools and service rules, localities can gradually develop service mechanisms better suited to local realities in light of different regional industrial characteristics, member structures and enterprise needs.
From the association's digital development case to the practice of AI and enterprise service collaboration, this exchange presented the direction in which Zhongwai Enterprise Service Center is transforming professional experience into products, processes and digital tools. Its value lies not only in introducing a system, but in sharing how to organize services around real needs, clarify responsibilities and maintain continuous follow-up.
In the future, Zhongwai Enterprise Service Center will continue to focus on the actual needs of chamber and association members and enterprises, refining its AI consultation, standardized service products, digital collaboration and professional delivery systems, and promoting effective linkage among consultation intake, service matching, matter processing and follow-up. Through the collaboration of digital tools and professional teams, it will provide continuous professional support for enterprises at different stages — from establishment and operational compliance to growth and global expansion.
